Elevate projects are working in partnership with our client, a local housing provider, to appoint an experienced Costs Consultant to provide support and advice to the Capital Governance Board. Undertake a fundamental review of Capital Programme Expenditure and associated Funding streams, to identify opportunities for cost efficiencies, improved project management and forecasting and optimising funding streams. Review and strengthen the Capital Strategy, Capital Programme, and inter-relationships with the Treasury Management Strategy. Engage with Programme and Project Managers, Finance Business Partnering, Financial Strategy and Corporate Finance Colleagues to establish more robust project management, financial management, reporting, and accounting arrangements. Development and delivery of guidance and training to finance and non-finance officers relating to capital expenditure and funding rules and procedures, including contributing to a review of financial regulations.
