The building surveying team is part of the wider Projects and Building Consultancy department which provides a wide range of construction and building consultancy advice.The candidate will predominantly be working alongside CBRE’s PFI contract experts within the Strategic Consulting team as well as other teams within CBRE and Turner and Townsend to draw the required skill sets to develop and progress the delivery model and service offering for PFI hand back condition surveys. Therefore, knowledge of PFI contracts and IPA Asset Condition Playbook survey process is key.There is an existing service offering hand back condition surveys delivered through the building surveying team, but additional leadership is required for building the service stream offering, pitching, and then managing delivery of the surveys. The role will be reporting to the London building surveying team but flexibility regarding working location can be discussed with the right candidate.Key ResponsibilitiesStrategic Leadership: Develop and drive CBRE’s PFI hand-back service line strategy in alignment with broader growth objectives.Business Development and Bidding: Lead and support bids and tenders for PFI and hand-back projects both public and private sector client base.Team and Resource Build: In conjunction with department leadership assess delivery model and as agreed, recruit, develop, and manage high-performing surveying team for PFI requirements.Contract Delivery: Oversee full lifecycles of hand-back surveys from scoping through procurement oversight, delivery and stakeholder reporting.Client and Stakeholder Management: Build relationships with public and private sector client bsae, FM providers, and private-sector partners.Governance and Compliance: Ensure adherence to the IPA PFI Playbook and applicable public-sector standards and quality systems.Commercial Oversight: Manage budgeting, pricing, PandL and contribute to profitable service delivery.Person Specification/RequirementsChartered or equivalent qualification in Building Surveying (e.g. MRICS) with extensive experience (5+ years) in public-sector surveying and PFI.Demonstrated knowledge of the IPA PFI Playbook and experience of both public- and private-sector PFI stakeholders.Proven leadership in shaping strategy, leading bids, cultivating new service lines, and recruiting teams.Track record delivering PFI related surveys, preferably in healthcare, education, or infrastructure contexts.Excellent stakeholder engagement, negotiation, and commercial management skills.Strong data analysis and contract interpretation capabilities.Organise and prioritise tasks so that they are efficiently completed within an agreed time frame;Provide concise and clear written communication with accurate and excellent attention to detail;Sociable and outgoing team player who deals effectively with colleagues and clients Confident and assertive where required but understands and appreciates the importance of using discretion;Clean driving licence and willingness to travel within the UKStrong line management skills and experienceFollow the link to watch a video about CBRE: https://cbre.qumucloud.com/view/1E3R65HFMTaJKt0dmnD47BWorking at CBREWhen you join CBRE you will have the support and resources of a global firm where an entrepreneurial mind-set is encouraged.
