The Lead Development Manager will provide strategic leadership and direction for the development function, ensuring alignment with Poplar HARCA''s digital transformation goals. The post-holder will drive innovation, cross-organisational collaboration, and enterprise-level technology solutions that deliver measurable impact. The postholder''s responsibilities: Lead the development and monitoring of budgets for development initiatives. Establish and maintain risk management frameworks to identify, assess, and mitigate operational and strategic risks. Set and monitor individual and team performance targets aligned with business plans. Ensure robust delivery of digital services through effective sprint planning, backlog management, and quality assurance. Establish and maintain enterprise-wide technical standards, architecture frameworks, and governance models. Champion the adoption of emerging technologies and lead the design of innovative service models. Build strategic partnerships with external stakeholders including government bodies, vendors, and academic institutions. Represent the organisation at executive boards and sector-wide digital forums.
