Lead and manage rail infrastructure program that is mega in size (multi-billion dollar), have high risk reward, are of high strategic value and/or have the highest level of execution complexity.Provide the organization with technical leadership and strategic direction for program delivery globally.Champion ethical and safe working practices and provide assurance in this area.Drive innovation in program management approaches and methodology to achieve marketplace differentiation.Collaborate with Global Business Lines, Regional leadership and Market Sector Leaders to identify new business opportunities and develop solutions.Identify areas of high risk and proactively take actions to positively impact program outcomes.Contribute to the global learning and people development strategy for program management, including talent gaps and resourcing plans.Assess long-term and disruptive trends in their area of expertise and propose skill development and workforce planning to deliver future capabilities.Support attraction and retention of talent across the area of expertise.Accountable for overall financial success and delivery of AECOM Program Management agreement.Advise clients on benefits and drawbacks of potential delivery models (PPP, D/BB, DB, DBFOM and variants, Progressive DB, Alliance and variants).Mobilize and manage resources required to support all phases of a program.Lead and manage the client''s role in P3 and Progressive Design Build contracts to fulfill client expectations.Support market engagements and market sounding activities.Manage scope, budget and schedule, including contract administration, claims and quality compliance.Ensure appropriate risk management analysis, status reporting and issues management processes are in place.Qualifications

Minimum requirements:BA/BS + 15 EXTENSIVE or demonstrated equivalency of experience and/or education, in program management including at least 6 (six) years in a Senior Leadership position, ideally serving as program management oversight for leading a minimum of two large infrastructure projects or programs of $600 Million+Specific professional experience leading Project Management Offices (PMO) in the railway sector.Verified professional experience from the date of graduation or issuance of professional license.Project Manager in managing at least two large rail infrastructure projects.High level of English and Spanish proficiency.Confirmed participation in at least three (3) railway projects, serving as PMO Railway Director or PMO Railway Manager.Additional InformationPreferred Requirements:BA/BS with 20+ years of relevant experienceMaster''s Degree in a relevant discipline.PMI-PgMP, APM-RPP or CMAA-CCM Certification (or equivalent) preferredStrong technical capability across all project phases from design to operations and maintenance, preferably large program/projectsExperience delivering in collaborative working arrangementsExperience delivering targeted project benefitsExperience in extensive public outreach, agency coordination, third party stakeholder management and program managementStrong knowledge of rail standards applicable in industry guidelines and current transit-oriented practicesExpertise in coordinating interfaces across all disciplines (environmental, mechanical, civil, structural)Experience developing and mobilizing project delivery systems and optimizing processes and proceduresProven ability to integrate complex programs and manage interfaces across disciplines (program/project controls, environmental, HandS, design, construction)Recognized globally as a leader in program management within the industryExtensive industry-wide network and a track record of leading or transforming large programsDeep knowledge of program management competencies and ability to mentor othersDemonstrates exemplary leadership and the ability to build consensus in challenging situationsAbility to set long-term goals and manage internal and external interfaces and inter-dependenciesExperience building diverse, inclusive teams that foster trust and accountabilityAbout AECOM
